Get Queinnec's "Lisp in Small Pieces". I remember reading in Lisp In Small Pieces that CDR is statistically more often encountered that CAR So my final answer is "less CARs than CDRs in the source code of PLT". In Lisp In Small Pieces, Christian states that assignment, side-effects, and continuations break referential transparency. Queinnec's “Lisp in Small Pieces” covers the implementation implications of the choice between Lisp-1 and Lisp-2.
